    As a result of additional feedback from fleets, and update of the draft (version 5) is now posted. This is the proposal that will be publicly reviewed during the upcoming Task Force session in Raleigh, NC.  It is possible that after this review a motion to recommend for balloting process may be considered by the Task Force, so any additional input should be provided before that session.
