Is your intended work product a proposal for a hew TMC recommended practice or as an information report?

A proposed RP must be clear and concise in establishing a norm that we as an organization officially recommended every fleet voluntarily adopt (after balloting to the entire membership, of course). Any incorporated external standards that are recommended other than our existing RPs or regulatory requirements are also part of that balloting process and the appeals process prior to publication.

Another option can be to produce an information report which can cite available resources and assess utility of that information without recommending adoption as a normative behavior or process for all fleets.  A proposed IR doesn't require formal balloting and would not be subject to the 5-year review/ revision cycle as would an RP. An I/R can eventually become a part of the background/introduction of an RP.  (Such as a common methodology or process to develop a technician wellness program or to conduct a safety hazards assessment).PPE, hazardous energy control, etc are already addressed in various existing RPs.

Any questions on strategy or procedures for this wide-ranging subject matter project, please consult with staff through the Study Group Chairman.
